Jamaica Gleaner RECENTLY, JAMAICA received a failing grade based on Transparency International's Corruption Perception Index (CPI) for 2012. According to the scorecard, to get a 10 is a sign of being least corrupt, while a zero would be a sign of being most corrupt.
